Eighteen people were aboard the Super Puma chopper which plunged into the North Sea near Shetland in August 2013.
Sarah Darnley, 45, Gary McCrossan, 59, Duncan Munro, 46, and George Allison, 57, were killed, while 14 were rescued.
A full report into the incident is due to be published by the Air Accidents Investigation Branch (AAIB) on Tuesday.
An interim report published in September 2013 found no evidence that a technical fault had caused the crash.
Investigators noted that the helicopter’s airspeed had dropped as it approached Sumburgh Airport and said the crew had not noticed the change.
In February 2014, the Civil Aviation Authority outlined a number of measures aimed at improving offshore helicopter safety following the crash.
The recommendations included helicopters not being allowed to fly offshore in severe sea conditions, and a size limit for those on board.
